HOJA: ONGEZEKO LA IMANI ZA UCHAWI MAKANISANI TANZANIA

Msomaji, katika matoleo mawili yaliyopita tumeshuhudia kwamba shughuli za uchawi ziko chini ya nguvu za pepo wachafu ambao wanatumika na binadamu walioamua kufanywa mawakala wa majini. Aidha, tuliona pia kwamba Mungu alikwisha kutoa mamlaka kupitia watumishi wake kukomesha shughuli za uchawi katika jamii ili watu waziache nguvu za Shetani na kumrudia na kumtegemea Mungu. Pia tuliabaini kwamba, Mungu alipiga marufuku swala zima la kuwaendea wachawi au kujihusisha na shughuli za uchawi na hukumu ya adhabu yake ni kutupwa kwenye ziwa la moto. Katika makala yaleo niahidi kwamba tutapitia uchambuzi wa chanzo kikuu cha uongezeko la kuogopa uchawi kanisani:

  Mpendwa Msomaji, sasa tunaingia katika kuchambuzi makini wa kutafuta chanzo cha kuongezeka kwa hofu dhidi ya uchawi iliyoshamiri makanisani siku hizi. Kama tulivyokwisha kusoma katika makala zilizopita ya kwamba Yesu aliwapa wanafunzi wake mamlaka ya “kutoa” pepo kama ishara mojawapo ya kuhubiri Injili ya kwa kila mtu asiyeamini. Huduma hizi zilikuwa ni sehemu ya kudhihirisha mamlaka ya Mungu dhidi ya nguvu za giza.

Lakini, katika kuyachunguza maandiko siku ya leo, tunakwenda kubaini baadhi ya makundi ya watu waliojihusisha na shughuli za “kupunga” pepo kama ambavyo tunasoma hapa chini:

“…Baadhi ya Wayahudi wenye kutanga-tanga, nao ni wapunga pepo, wakajaribu kutaja jina la Bwana Yesu juu yao waliopagawa na pepo wachafu, wakisema, Nawaapisha kwa Yesu, yule anayehubiriwa na Paulo.” (MDO 19:13)

Hapa tumesoma sehemu ya kisa hiki na kuona wayahudi wenye kutangatanga ambao wanatajwa kuwa “wapunga pepo” ambao waliamua kujiingiza kwenye usanii wa kutaka kutoa pepo kwa mamlaka ya Yesu aliyekuwa akihubiriwa na Paulo. Ni kutokana na msamiati huu wa “wapunga pepo” tunakwenda kutafuta kwanza tafsiri ya maneno haya ya “kutoa” pepo na “kupunga” pepo:

 

 Tafsiri ya misamiati ya “kutoa” na “kupunga” pepo


Kwa lugha ya kiyunani lilitumika kuhusu neno hili “kutoa” ni ekballō na linapatikana katika Injili ya Marko 16:17 ambayo inasomena hivi: “Na Ishara hizi zitafuatana na hao waaminio, kwa jina langu watatoa pepo…..” (Mk.16:17)

Neno ekballo lilimaanisha “kukemea”, “kuondosha kwa nguvu” na “kufukuza”. Aidha, neno ekballo kwa lugha ya kiingereza limetafsiriwa kuwa ni “to lead one forth or away somewhere with a force which he cannot resist” likiwa na maana ya “kumwondoa mtu kwa lazima; au kumtoa kwa mamlaka ambayo hawezi kushindana/kupingana nayo”

Msamiati wetu wa pili ni neno “kupunga” ambalo neno la kiyunani lililotumika katika maandiko ni exorkistēs . Neno hili tunalikuta katika maandiko ya Kitabu cha Matendo ya Mitume 19:13 yanayosomeka hivi: “Baadhi ya Wayahudi wenye kutanga-tanga nao ni wapunga pepo, wakajaribu kutaja jina la Bwana Yesu juu yao waliopagawa na pepo wachafu wakisema, nawaapisha kwa Yesu, yule anayehubiriwa na Paulo.” (Mdo.13)
Neno hili exorkiates kwa kiingereza lilitafsiriwa kuwa ni: “one who employs a formula of conjuration for expelling demons” Tafsiri ya neno la Kiingereza lililotumika limetafsiriwa kuwa ni: “act or process of invoking supernatural aid by the use of magic forms; the practise of magic arts”

Tafsiri ya jumla ya maneno ya Kiingereza yenye kutafsiri neno Exorkistes inaweza kutafsiriwa kuwa ni: “mchakato wa kuwasiliana na pepo kwa kanuni za kipepo ili kuwasihi pepo waondoke kwa masharti yao

Majumuisho ya tafsiri ya misamiati
Misamiati ya maneno “kutoa” na “kupunga” pepo yamenukuliwa kutoka kwenye maandiko ya Injili ya Marko na Kitabu cha Matendo ya Mitume Lugha ya kiyunani imetupa maneno yaliyotofautiana ambayo “kutoa” ni ekballo ambalo maana yake ni kukemea, kufukuza kwa mamlaka ambayo anayefukuzwa hawezi kubisha wala kupingana nayo. Aidha neno “kupunga” ambalo ni exorkistes ambalo maana yake ni mchakato wa kuhojiana na kuwasiliana na pepo ili kujua matakwa yao na kuwabembeleza waache usumbufu baada ya kutii maelekezo ya pepo

Huduma za “kutoa pepo” kwa “mtindo” wa “kupunga pepo”

Baada ya kupitia tafsiri ya misamiati ya kutoa na kupunga pepo, hebu sasa turejee kwenye mada yetu ya msingi katika makala ya leo. Turejee kwenye uchambuzi wa chanzo au chimbuko la kuongezeka hofu ya uchawi ambayo imeanza kukithiri katika makanisa yetu siku hizi.

Uchunguzi wangu wa historia ya Biblia na thelojia ya maandiko, nimegundua kwamba, kuna mchanganyo mkubwa wa matumizi ya misamiati yenye maana tofauti katika tukio moja. Ndiyo hii nimeitafsiri kuwa ni “huduma za kutoa pepo kwa mtundo wa kupunga pepo”!

Ni maana ya “kutoa pepo” kwa mtindo wa “kupunga pepo”? Jibu la swali hili naweza kulitolea maelezo katika sehemu mbili kuu zifuatazo:

 

Kuchanganya vyanzo tofauti vya mamlaka ya kushughulika na mapepo

 

Tumesoma kwamba Yesu Kristo yeye aliwapa wanafunzi wake “mamlaka” ya “kukemea” na “kufukuza pepo” pasipo ubembelezi kutoka kwa mkemeaji pepo. Lakini pia tumesoma kisa cha kikundi cha “wapunga pepo” yaani “waganga wa tunguri” waliojaribu “kuteka nyara” mamlaka ya “kutoa pepo” ili waitumie kwa maslahi yao binafsi. Bila shaka hii ilitokana na Mtume Paulo aliyetumiwa na Mungu katika huduma ya kufukuza pepo kiasi ambacho “wapunga pepo” nao walitaka kuipata mamlaka hiyo kupitia mgongo wa jina la Paulo.

Hawa “wapunga pepo” hawakujua kwamba hizi ni mamlaka mbili tofauti ambavyo vyanzo vyake ni viwili tofauti na kamwe haviwezi kufanya kazi moja wala kufanya kazi pamoja. Ukweli huu ulithibitika pale ambapo “wapunga pepo” walihojiwa na majini waziwazi:

“Yule pepo mchafu akawajibu, akawaambia, Yesu namjua na Paulo namfahamu, lakini ninyi ni nani? Na Yule mtu aliyepagawa na pepo mchafu akawarukia wawili, akawaweza, akawashinda, hata wakatoka mbio katika nyumba ile hali wa uchi na kujeruhiwa.” (Mdo.19:15-16)


Mchezo huu wa kutaka wa “wapunga pepo” kutamani kutumia “mamlaka ya Mungu ya kutoa pepo” ndio uliowaponza hata wakashambuliwa na pepo mchafu.

 Kutumia mtindo wa “wapunga pepo” kwa madai ya “kutoa pepo”


Kinachoendelea ndani ya baadhi ya huduma za maombezi na makanisa yanayotoa “huduma za ukombozi” ni kile ninachokiona kuwa ni kuingiliwa na baadhi ya “watumishi” ambao tena wamejiingiza kwa siri katika huduma kikanisa lakini ukweli hawajatumwa na Mungu mwenyewe kufanya huduma hizo.

Na kwa kuwa hawajatumwa na Mungu kufanya huduma za maombezi, wanajikuta hawana “mamlaka” (Dunamis) kutoka kwa Mungu ya kutoa, au kufukuza pepo wakawatoka watu. Badala yake wanalazimika kukariri na kuigiza misamiati ya “kutoa pepo” inayotumiwa na watumishi wa kweli wa Mungu; ili nao wasikike na kufanana fanana na huduma za kweli za kutoa pepo. Lakini ukichunguza mitindo wanayotumia katika mchakato mzima wa kutoa pepo, utashangazwa kubaini mawasiliano yaliyopo sio “kutoa” pepo bali ni “kupunga” pepo!




Lakini lazima tukubali kwamba, huduma ya kutoa pepo ni nyeti, na yenye kuhitaji uzoefu wa kiimani uliojaa maarifa ya Neno la Mungu. Vinginevyo, ni rahisi sana huduma ya kutoa pepo kuingiliwa na “imani potofu” ambayo badala ya kutoa pepo kweli kama ilivyoagizwa katika maandiko; yakafanyika mambo mengine ambayo ni sawa na “kupunga pepo” sawa na waganga wa tunguri.

Kana kwamba hii haitoshi, ziko “huduma bandia” zinazojihusisha na misamiati ya “kutoa pepo” kama upentekoste unavyofanya; lakini zenyewe zinaendeshwa kwa mbinu za ushirikina na uchawi wa kawaida; lakini kwa kutumia mwavuli wa dini. “huduma bandia” za jinsi hii huendesha maombezi kwa vituko na mbwembwe za kimazingaombwe ambapo maelfu ya watu huvutiwa na kushangazwa kwa viini macho; lakini hakuna uponyaji wa kweli wala utendaji halisi wa Roho Mtakatifu katika huduma hizo.

Kihistoria katika huduma za kikanisa, kila wakati ambapo karama za kweli za kutoa pepo zilikuwa zikifanyika na watu kufunguliwa katika nguvu za giza; Ibilisi mwenyewe katika kujihami dhidi ya mashambulizi yanayotupwa kinyume chake naye hujaribu kupenyeza baadhi ya sera na mbinu zake kwa siri kwa wenye kufanya huduma za kutoa pepo akiwashawishi wazifuate na hasa wakati wanapowasiliana na pepo ndani ya watu.

Dalili za “kupunga pepo” badala ya “kutoa pepo” na changamoto zake

Baadhi ya mambo ambayo ni dalili za “kupunga pepo” badala ya “kutoa pepo” ni pamoja na mchakato mzima wa mahojiano kati ya “mtoa pepo” anapowasiliana na pepo ndani ya mtu huku akitaka kuambiwa na mapepo hayo ni kwanini walimwingia mhusika?; na kwa kutumwa na nani?; na nini kifanyike ili yapate kumtoka mhusika!

Kuwauliza mapepo maswali kama chanzo taarifa kama mwongozo watu kufunguliwa kuna changamoto zake kama ifuatavyo:

1. Kuambiwa na kuamini taarifa za uongo


2. Kufanyia kazi taarifa za uongo mapepo ambazo hugeuka kikwazo cha watu kufunguliwa kwa sababu "shetani hawezi kujifitini mwenyewe"

3. Taarifa za uongo wa mapepo kutumiwa katika kuchonganisha na kufutinisha waathirika wa taarifa husika na kusababisha mifarakano na migogoro


Na hii ndiyo mojawapo ya sababu za kuongezeka kwa hofu ya uchawi makanisani kwa kuwa wameaminishwa taarifa za uongo kutoka kwa pepo na zikaaminiwa na "watoa+wapunga" makanisani

Chanzo kingine ambacho kimechangia kuongezeka kwa hofu ya uchawi makanisani ni uongozi wa kanisa kutukuza sana shuhuda za baadhi ya watu wanaodai kuokoka kutokana na vitendo ya uchawi na kisha kuanza kusimulia historia zao za kichawi wakielezea jinsi walivyokuwa wamebobea katika mambo ya uchawi.

Ninajua kwamba si makosa kwa mtu aliyetubu na kuacha mambo ya uchawi anaposhuhudia mabadiliko aliyopata ndani ya wokovu. Lakini ni makosa makubwa ikiwa masimulizi ya shuhuda za kichawi yataegemea zaidi kwenye mambo mabaya ya kichawi aliyofanya, mpaka kutaja majina ya watu aliowafanyia uchawi nk! Kimsingi, shuhuda za jinsi hii zinatakiwa kuishia kwenye ngazi za ushauri binafsi katika watumishi na muhusika mwenyewe

Pale inapolazimika muhusika kushuhudia huko baadaye, ni lazima kwamba awe tayari amefundishwa na kujaa neno la Kristo na kusimama imara katika imani, ili ushuhuda wake uwe umejengwa kwenye neno la Mungu badala ya historia kavukavu za maisha ya kichawi

Kwa bahati mbaya siku hizi; hususan tangu enzi za akina Emmanuel Eni kuchapisha na Kusambaza vitabu vinavyosimuliwa maisha yao ya uchawi na kuyafanya kuwa fundisho la imani ktk huduma za maombezi na huduma za kikanisa. Huu ulikuwa ndio mlango wa hofu za uchawi kuingia makanisani! Watu wakaanza kuangaliana na kutazamana kushukiana kuwa ni “mawakala wa shetani” !

Trust in God overcomes worldly fears, Pope tells archbishops

On the feast of Saints Peter and Paul, Pope Francis installed 24 new archbishops with the pallium, urging them, like Peter, to place their security in the Lord when faced by the fear of their own weakness.

“I wonder, dear brother bishops, are we afraid? What are we afraid of? And if we are afraid, what forms of refuge do we seek, in our pastoral life, to find security?” the Pope asked in his June 29 homily.

“Peter experienced how God’s fidelity is always greater than our acts of infidelity, stronger than our denials. He realizes that the God’s fidelity dispels our fears and exceeds every human reckoning.”

Following the installation of the pallium onto the Metropolitan archbishops, Pope Francis took a moment to offer special greetings to the Delegation sent by the Ecumenical Patriarch Bartholomew I, which was led by Metropolitan Ioannis, and to pray for the unity of the two churches.

The pallium is a white woolen garment that represents the traditional and peculiar sign of the metropolitan office, and is given annually to the new archbishops appointed during the throughout the year.

The Pope began his homily by returning to the Gospel in which the Lord sends an angel to free Peter from prison, drawing attention to how the apostle’s chains fell and the door of his cell was opened when the angel commanded him to rise and follow.

“Yes, the Lord liberates us from every fear and from all that enslaves us, so that we can be truly free,” the Pope said, explaining that “the problem for us, then, is fear and looking for refuge in our pastoral responsibilities.”

Asking the archbishops what their fears are, the Pope also questioned where they place their security, saying, “Do we look for support from those who wield worldly power? Or do we let ourselves be deceived by the pride which seeks gratification and recognition, thinking that these will offer us security?”

Observing how “the witness of the Apostle Peter reminds us that our true refuge is trust in God,” the pontiff explained that this trust “banishes all fear” and sets us free from slavery and worldly temptations.

“Today the Bishop of Rome and other bishops, particularly the metropolitans who have received the pallium, feel challenged by the example of Saint Peter to assess to what extent each of us puts his trust in the Lord.”

Recalling how Peter had regained his trust in the Lord when Jesus said to him three times “Feed my sheep,” enabling him to make up for his threefold denial, the pontiff noted how Peter was still filled with regret at that moment.

However in recognition of his weakness, he “does not trust himself and his own strength, but instead entrusts himself to Jesus and his mercy.”

It was at this moment “that fear, insecurity and cowardice dissipate,” the Bishop of Rome observed, explaining that God’s faithfulness is much greater than our own infidelity.

Pointing out how Jesus also asks us the question, “Do you love me,” Pope Francis stated that “He does so because he knows our fears and our struggles” and that Peter shows us how to trust the Lord, “who ‘knows everything’ that is in us.”

“Jesus never abandons us, for he cannot deny himself. He is faithful,” the Pope noted, stating that his fidelity to us is “the source of our confidence and our peace” which enables us to serve others in charity.

“The love of Jesus must suffice for Peter. He must no longer yield to the temptation of curiosity, jealousy, as when, seeing John nearby, he asks Jesus: ‘Lord, what about this man?’” to which Jesus replies “What is it to you? Follow me.”

Addressing the new archbishops directly, Pope Francis stated that this message is also directed toward all shepherds in the Church.

“Follow me! Waste no time in questioning or in useless chattering; do not dwell on secondary things, but look to what is essential and follow me. Follow me without regard for the difficulties. Follow me in preaching the Gospel,” he said.

“Follow me by the witness of a life shaped by the grace you received in baptism and holy orders. Follow me by speaking of me to those with whom you live, day after day, in your work, your conversations and among your friends.”

Concluding, the pontiff stated that Jesus asks them to follow him in preaching the Gospel “especially to the least among us, so that no one will fail to hear the word of life which sets us free from every fear and enables us to trust in the faithfulness of God. You, follow me.”

In addition to the 24 archbishops who received the pallium from Pope Francis are three others who were not present, and who will officially be installed at a later date. Among the 24 present was one American, Archbishop Leonard Paul Blair of Hartford, Conn.

Women leaders in African churches reflect on HIV and AIDS

Early struggles in developing a response to the HIV and AIDS pandemic were remembered by African women church leaders who gathered in Nairobi, Kenya to celebrate more than 30 years of their Christian ministry in the churches of their region.
The event brought together over 100 women church leaders from Kenya, Zambia, Malawi, Swaziland, Ghana, Uganda, Eritrea, Rwanda, Tanzania, Cameroon and the Netherlands at the St. Andrews Church (Presbyterian Church of East Africa) on 23 June.
The event highlighted how the history of ordination of women in Africa coincides with the early diagnosis of HIV and AIDS in the 1980s. Efforts of African women theologians were honoured for challenging the stigma attached to the virus and supporting communities affected by HIV and AIDS.
At the event, Dr Rose Wafula, national manager for the Kenyan health ministry of the Prevention of Mother to Child Transmission, stressed that women are more vulnerable than men to HIV and AIDS and therefore should be at the forefront in the fight against the pandemic.
“This is what makes leadership of women in the churches critical,” she said.
“Women leading the churches must accompany people affected by HIV. They must mobilize communities in raising awareness. In our churches we need to reach out to all families and everyone around us to join efforts by governments, non-governmental organizations and the United Nations to bring HIV and AIDS infections to zero, as well as mother to child transmission of the virus,” said Wafula.
Jedidah Wathata Maina shared her personal experiences of being an HIV positive person faced with the disability of blindness since 2005 as a result of the virus.
“Those of us who live in rural areas are forgotten,” she said.
Maina described how accepting her HIV positive status was complicated by many difficulties. She faced discrimination from her community and even from some of her family members.
Maina has been on antiretroviral drugs for over fourteen years now. She has made herself available to educate people about HIV and help eliminate the stigma associated with HIV and AIDS, especially among people with disability. “People know so little about HIV and AIDS,” she said.
“HIV is spreading because it is surrounded by silence. We must realize that it is possible for some of us to be HIV positive. It is important for us to go for HIV testing and seek medical treatment we might need,” added Maina.
Rev. Dr Nyambura Njoroge, coordinator of the Ecumenical HIV and AIDS Initiative in Africa (EHAIA) of the World Council of Churches (WCC) said that since the 1990s HIV has become a motivating factor for women theologians in Africa to “dig deeper into their Bible, culture, traditions and the lives of the people they serve”.
“Today we feel we have gained a voice rooted in theological grounds. Churches are waking up to the issue of HIV and AIDS. Now we must recognize that HIV is not only a medical condition, it is a social issue, an issue of justice and peace and a theological issue. It is also an issue of language, with which we pray and preach,” she said.
The event in Nairobi was held as part of a conference hosted by the St. Paul’s University chapter of the Circle of Concerned African Women Theologians. The sponsors of the event included the WCC's EHAIA, the ICCO (interchurch cooperative for development cooperation) Kerk in Actie in the Netherlands and the St. Augustine Foundation in the United Kingdom.

Feast of Peter and Paul celebrates God's mercy, Pope says

During his Sunday Angelus on the Feast of Peter and Paul, Pope Francis called the faithful to open themselves to the transforming power of God’s grace and mercy in their own lives.

“Since ancient times the Roman Church celebrates the Apostles Peter and Paul in one unique feast on the same day, June 29,” the Pope observed.

He explained that “this feast inspires in us a great joy, because it confronts us with God's work of mercy in the hearts of two men, and God's work of mercy in these two men, that were great sinners.”

Noting Peter’s denial of Christ during the Passion and Paul’s persecution of Christians, the pontiff stressed that it was grace that “has accomplished great things, has transformed them.”

“But together they both receive the love of God and are left transformed by his mercy; so they became friends and apostles of Christ,” he said. “Thus they continue to speak to the Church and still today show us the way of salvation.”

Similarly, the pontiff explained, even if we “fall into the greatest sin and into the darkest night,” God always wishes to transform our hearts and forgive our sins, bringing us from darkness into light.

He noted the radical transformation of St. Paul after encountering Christ on the road to Damascus: going from “a bitter enemy of the Church” to putting “his whole existence to the service of the Gospel.”

“Also for us the encounter with the Word of Christ is able to transform our entire life,” he continued. “It's not possible to hear his Word and remain firmly in one's place, getting stuck in one's habits. It pushes us to overcome the selfishness that we have in our hearts in order to decisively follow the Teacher that has given his life for his friends.”

Encountering Christ in our lives is what changes us and leads us to ask for forgiveness, he reflected.

On this feast day, the faithful can learn from St. Peter and St. Paul, two very different men who were both chosen by Christ and “responded to the call offering their entire lives,” the Pope said. “Faith in Jesus Christ has made them brothers and martyrdom has made them become one.”

“And God also wants to fill us with his grace, as he did with Peter and with Paul,” Pope Francis added. “May the Virgin Mary help us to welcome it with open hearts, as they did, and not to receive it in vain! And may she sustain us in the time of trial, to give testimony to Jesus Christ and his Gospel.”

The Pope prayed especially for the new Metropolitan Archbishops who received their pallium earlier in the day at St. Peter’s.

“We greet them all with affection together with their faithful and friends, and we pray for them!” he said.

After the Angelus, Pope Francis commented on the news of continued violence in Iraq, saying that it is “unfortunately very painful.”

“I join the bishops of the country in appealing the governments because, through dialogue, you can preserve national unity and avoid war,” he said.

“I am close to the thousands of families, especially Christians, that have had to leave their homes and that are in great danger,” the Pope continued. “Violence begets violence; dialogue is the only way to peace. We pray to the Madonna, because she watches over the people of Iraq.”

UCHAGUZI MKUU SIMBA: Aveva apata ushindi wa kimbunga

Na Vicky Kimaro, MwananchiDar es Salaam. Evans Aveva ameula baada ya kuchaguliwa kuwa Rais mpya wa klabu ya Simba katika uchaguzi mkuu uliofanyika jana kwenye Ukumbi wa Mikutano wa Bwalo la Polisi, Oysterbay jijini Dar es Salaam.
Aveva alipata ushindi huo wa mithili ya kimbunga baada ya kupata kura 1845 na kumgaragaza mpinzani wake Andrew Tupa aliyepata kura 387 huku kura sita zikiharibika.
Katika nafasi ya Makamu wa Rais, Geofrey Nyange ‘Kaburu’ ameshinda nafasi hiyo baada ya kupata kura 1043 huku Jamhuri Kihwelo ‘Julio’ akipata kura 413 na Swedy Mkwabi akipata kura 300. 
Awali, aliyekuwa mgombea Urais wa klabu hiyo, Michael Wambura alizuiwa na Kamati ya Uchaguzi ya Simba kuingia kwenye Ukumbi.
Wambura, alienguliwa kwanza kwa kuwa amesimamishwa uanachama na baadaye kwa kukiuka taratibu za uchaguzi, alishindwa kupiga kura kutokana na uamuzi wa kumzuia kuingia ukumbini.
Kwa mujibu wa wasimamizi waliokuwa wakihakiki uhalali wa wanachama kwenye uchaguzi huo, jina la Wambura halikuwapo katika orodha ya wanachama wanaostahili kupiga kura.
Wambura kama walivyokuwa wanachama wengine, walifika katika eneo la uchaguzi kwa ajili ya kukamilisha haki hiyo ya kikatiba, lakini alionekana kushangazwa na uamuzi huo wa kuzuiwa kupiga kura.
Jibu alilopewa lilimfanya kuondoka maeneo hayo kwa hasira majira ya saa 4:00 asubuhi. Wakati hayo yakitokea, wafuasi wake walionekana kukasirishwa na kitendo hicho na kutaka kufanya fujo, hata hivyo askari waliokuwapo maeneo hayo walizima jitihada hizo.
Katika mkutano huo wa uchaguzi ulioanza rasmi saa 5:00 asubuhi, lilipomalizika zoezi la wagombea kujinadi, zoezi la kupiga kura liliibua vurugu nzito kutokana na wanachama wengine kukosa karatasi za kupigia kura kwa nafasi za rais na makamu wake.
Hali hiyo ilichangiwa na wanachama kushindwa kuwa na utulivu. Hata hivyo, baada ya muda zoezi hilo liliendelea kukiwa  na utulivu mdogo katika zoezi hilo la kupiga kura lililoanza saa 9:00 alasiri na kura kuhesabiwa saa 11:00 jioni.

Pistorius hana matatizo ya kiakili



Pistorius amekana madai ya kuua mpenzi wake kwa maksudi
Mwanariadha wa Afrika Kusini Oscar Pistorius hakuwa na tatizo lolote la kiakili wakati alipomuua mpenzi wake mwaka jana.
Haya ni matokeo ya uchunguzi wa kiakili aliofanyiwa Oscar Pistorius huku kesi yae ikianza kusikilizwa tena nchini Afrika Kusini.
Ripoti hiyo iliwasilishwa baada ya uchunguzi kufanywa kuhusu hali yake ya kiakili wakati alipofanya mauaji hayo mwaka jana.
Mawakili wake walikuwa wamedai kuwa Pistorius aliukuwa anakumbwa na hali ya wasiwasi na kuzongwa na mawazo wakati wa mauaji ya Reeva Steenkamp.
Mwanariadha huyo amekana kumuua kwa maksudi mpenzi wake Reeva Steenkamp akisema kuwa alimpiga risasi kwa bahati mbaya baada ya kupatwa na wasiwasi akidhani jambazi alikuwa amevamia nyumba yake.
Upande wa mashitaka pamoja na utetezi wamekubali matokeo ya uchunguzi huo.
Upande wa utetezi sasa unasikia ushahidi wake daktari aliyemkata miguu Pistorius, Gerry Versfeld, anayetoa ushahidi kuhusu athari za Pistorius kukatwa miguu.
Upande wa utetezi nao unatarajiwa kumaliza ushahidi wake katika siku chache zijazo.
Bi Steenkamp, alikuwa na umri wa miaka 29, wakati wa mauaji yake Februari mwaka jana.

Dk Salim afichua siri ya JK na Tume ya Warioba

Watanzania ni wapole na wavumilivu lakini wanazungumza. Hivyo anahitajika kiongozi atakayesikiliza mahitaji yao na kutoa suluhisho, si kutoa ahadi za uongo,” Dk Salim Ahmed Salim

Waziri Mkuu Mstaafu, Dk Salim Ahmed Salim amesema hakutarajia kusikia kauli za Rais Jakaya Kikwete alizozitoa bungeni kukosoa Rasimu Tume ya Mabadiliko ya Katiba kwa sababu walikuwa wanampa taarifa kwa kila hatua waliyokuwa wanafikia kabla ya kutoa rasimu hiyo.
Dk Salim alitoa kauli hiyo katika mahojiano maalumu na gazeti hili nyumbani kwake Masaki, Dar es Salaam wiki iliyopita.
“Hatukutarajia kama hali ingefikia hatua iliyofikia,” alisema Dk Salim na kuongeza: “Lakini Rais ana uamuzi wake na anazingatia mambo mengine mengi.”
Akilihutubia Bunge maalumu la Katiba Machi 21, mwaka huu Rais Kikwete aligusia mambo saba ya msingi yaliyomo katika Rasimu ya Katiba na kutaka yatazamwe kwa kina, huku akibainisha kuwa mengine hayawezekani kutekelezeka. Miongoni mwa mambo hayo ni muundo wa Serikali. Alipinga waziwazi pendekezo la serikali tatu lililopendekezwa na Tume na kuegemea katika muundo wa serikali mbili na idadi ya watu walioupendekeza akionyesha kuwa ilikuwa ni ndogo.
Pia alisema ni vigumu kutenganisha uwaziri na ubunge kama ilivyokuwa imependekezwa na Tume kwa maelezo kuwa mawaziri wanatakiwa kuwepo bungeni ili kujibu hoja za Serikali.
Jambo lingine alilokosoa katika Rasimu ni pendekezo la mtu kupoteza ubunge kwa sababu ya kuugua kwa miezi sita mfululizo huku akisema baadhi ya vifungu vya Katiba vinayopendekezwa vimekuwa na mambo mengi ambayo hayapaswi kuwamo katika Katiba, bali katika sheria zinazotafsiri utekelezaji wa Katiba yenyewe.
Katika mahojiano hayo maalumu, Dk Salim alisema baada ya kuteuliwa kuwa Mjumbe wa Tume aliacha kuhudhuria vikao vya chama chake ili aweze kufanya kazi hiyo kwa usahihi na alimtaarifu Mwenyekiti wa CCM ambaye ni Rais na katibu mkuu wake na walimwelewa.
Alipoulizwa anaitazama vipi Tanzania iwapo Katiba Mpya haitapatikana, Dk Salim alisema ana wasiwasi kwa kuwa suala hilo limeingizwa siasa na Bunge Maalumu limegeuka la kisiasa hivyo linaweza kuleta matatizo.
“Tuko katika hali ambayo si nzuri inayohitaji uongozi thabiti, viongozi wote watambue umuhimu wa zoezi hili kwa lengo la kulinda amani na utulivu wa nchi yetu,” alisema.
Alisema kunahitajika ufumbuzi wa kudumu na hicho ndicho kipimo cha uongozi kwa CCM, Chadema na wengine kwa kutafakari masilahi ya Watanzania wa leo, kesho na keshokutwa.
Nini kifanyike?
Dk Salim alisema jambo muhimu sasa ni pande mbili zinazoshindana kuhusu idadi ya Serikali kutumia mwezi ujao wa Julai kukaa pamoja na kumaliza tofauti zao ili Bunge la Katiba liendelee bila misuguano.

“Mwezi huu wa Julai ni muhimu sana, ni mwezi pekee uliobaki wa kuwaweka pamoja wanaotofautiana. Kila jitihada zinatakiwa kufanyika ili kuhakikisha Bunge Maalumu linakutana tena Agosti na wapinzani waliosusa wanarejea ili kumaliza kazi hiyo kabla ya kutoa rasimu ya tatu kwa ajili ya kura za maoni,” alisema na kuonya kuwa kuendelea na katiba ya sasa kunaweza kuleta matatizo.
Neno ‘wasaliti wa Mwalimu Nyerere’ lamchefua
Aidha, Dk Salim ameeleza kusikitishwa na kukatishwa tamaa na kauli za baadhi ya wanasiasa dhidi yake na wajumbe wenzake wa Tume kwa kuwaita wasaliti na hasa kitendo cha kutilia shaka uzalendo wao.
“Inakatisha tamaa sana. Mimi nina umri wa miaka 72, kati yake zaidi ya miaka 30 nimeitumikia nchi yangu, haiingii akilini katika umri huu wa mwisho nianze kuisaliti nchi yangu, inasikitisha sana kusikia eti hawa wasaliti wa Mwalimu Nyerere,” alisema.
Dk Salim ambaye ni Mwenyekiti wa Mfuko wa Mwalimu Nyerere (MNF), alisisitiza kuwa wajumbe hao wamekuwa wakishutumiwa na watu wenye malengo yao, akitolea mfano kuwa hata Dk Mwesiga Baregu aliwahi kushutumiwa na chama chake na kutakiwa ajitoe kwenye tume hiyo iliyoongozwa na Jaji Joseph Warioba.
Itakumbukwa kwamba Tume ya Mabadiliko ya Katiba imekuwa ikishutumiwa na wanasiasa hasa kutoka CCM kutokana na mapendekezo yake ya mfumo wa Muungano wa serikali tatu badala ya mbili zinazoungwa mkono na chama hicho.
Kutokana na tofauti hiyo, wajumbe walio wengi wa Bunge Maalumu la Katiba kutoka CCM waliamua kubadili baadhi ya vifungu vya rasimu.
“Ni bahati mbaya sana binadamu unapotukanwa, unatupiwa madongo, tunaonekana wapuuzi kwa kazi ya kukusanya maoni ya wananchi, inaumiza sana,” alisema.
Kama ambavyo Jaji Warioba amesema mara nyingi, Dk Salim aliitetea Rasimu ya Katiba, akisema kilichopendekezwa ndiyo picha halisi ya maoni ya Watanzania.
Alisema Tume hiyo ilikusanya maoni ya wananchi yenye hoja nzito yakieleza hasa matatizo yao katika nyanja mbalimbali kama afya, elimu, ardhi na mengine, ingawa hoja kuhusu muundo wa Serikali ndizo zinaonekana kushikiwa bango na wanasiasa.
Alisema ushahidi wa watu waliohojiwa upo katika maandishi, sauti na picha za video na idadi yao inatosha kuwakilisha Watanzania wote.
“Wanasema hatukuhoji watu wengi, waliohojiwa ni representative sample (sampuli), huwezi kuhoji Watanzania wote milioni 45,” alisema Dk Salim.
 Alisema hata kwenye tume, walikuwapo wajumbe zaidi ya 12 ambao hawatokani na CCM, wakitoka vyama vya Chadema, NCCR-Mageuzi na wote walikuwa na mawazo tofauti lakini waliamua kuyaweka kando na kutoa rasimu inayotoa taswira ya mawazo na masilahi ya wananchi.

‘Bila Ukawa hakuna Katiba’

Wakati kukiwa na juhudi za watendaji wa Bunge maalumu la Katiba kuwashawishi viongozi wa vyama vya siasa vya upinzani wawaruhusu wabunge wao kurejea bungeni wakati vikao vya Bunge hilo vitakavyoanza Agosti 5 mwaka huu, bado utata umegubika kuhusu uwezekano wa kupatikana katiba hiyo kwa wakati
Hata hivyo tayari Rais Jakaya Kikwete amesema kuwa kama katiba hiyo haitapatikana sasa, Katiba ya Muungano mwaka 1977, itaendelea kutumika.
Kwa wakati, siku na mara kadhaa zimefanyika juhudi hizo bila ya kuzaa matunda, huku viongozi wa vyama vya CUF, Chadema na NCCR-Mageuzi, wakionekana kuweka ngumu na kutoa masharti kwa Serikali kama itataka warejee bungeni.
Ni dhahiri sasa msimamo huo umeendelea kuliweka taifa katika wakati mgumu hasa inapoonekana kuwa matumaini ya kupata Katiba Mpya yanaendelea kufutika.
Katibu wa Bunge Maalumu la Katiba Yahya Khamis Hamad anatoboa siri ya Bunge kuchukua juhudi hizo na kusema hata hivyo bado hazijazaa matunda na hadi sasa bado haijafahamika kama wabunge wa kundi a Ukawa watarajea au la.
Hamad anazitaja baadhi ya hatua zilizochukuliwa hadi sasa kuwa ni pamoja na Mwenyekiti wa Bunge la Katiba Samuel John Sitta kukutana na viongozi wa vyama hivyo kwa nyakati tofauti, akiwamo Makamo wa Kwanza wa Rais Zanzibar Maalim Seif Sharif Hamad mwenye ushawishi mkubwa kwenye kundi la Ukawa.
Aidha, chama cha CUF ndicho chama chenye Wawakilishi wengi katika Bunge la Katiba baada ya kuwa na wabunge wa kuchaguliwa, wajumbe wa Baraza la Wawakilishi na wa kuteuliwa.
Akiwa Zanzibar, Sitta pia amekutana na Rais wa Zanzibar Dk Ali Mohamed Shein chini ya agenda hiyo akihimiza na kuwataka wajumbe hao kurejea na kuhitimisha ng’we iliyobaki.
Katibu wa Bunge la Katiba Mpya anabainisha kuwa matayarisho ya Mkutano wa Pili wa Bunge maalumu la Katiba yameanza kufanyika na kikao cha kwanza kinatarajiwa kuanza Agosti 5 mwaka huu, huku wakiwa na matumaini kuwa kundi la Ukawa litarejea na kushiriki vikao vya Bunge hilo.
Hamad anasema milango iko wazi kwa wabunge hao kurejea na kushiriki Bunge hilo ili kusaka suluhu kupitia kamati ya uongozi pamoja na ile ya maridhiano na kufikia mwafaka wa mvutano uliojitokeza badala ya kundi hilo kubaki nje ya Bunge.
Katibu huyo anaeleza kuwa haamini kama kuendelea kwa Ukawa kubaki nje ya Bunge ni njia sahihi na ya uhakika, badala yake angetamani warudi bungeni ili madai hayo yakafanyiwe kazi.
Pia amesema hatua ya wabunge wengi wa makundi maalumu miongoni mwa 201 kuendelea kubakia kwenye Bunge, ni jambo linalotia faraja na matumaini kama njia inayoweza kurahisisha kupata theluthi mbili ya wabunge wa Bunge hilo.
Kwa maoni na mtazamo wake, Hamad anasema kuondoka kwa wabunge wa kundi la Ukawa hakujaathiri kutoendelea kufanyika kwa vikao vya Bunge hilo ila kikwazo kitabaki katika upatikanaji wa theluthi mbili za uamuzi wa vikao vya Bunge hilo kwa mujibu wa kanuni zilizopo.
Hamad anasema ikiwa hali ya kukosekana theleluthi mbili itajitokeza, hakuna njia nyingine mbadala zaidi ya Katiba ya Nchi ya mwaka 1977 kuendelea kutumika ikiwamo suala la mfumo wa serikali mbili kuendelea kutumika na kukwama kwa utatuzi wa baadhi ya kero katika Muungano.
Lipumba atoa neno
Mwenyekiti wa CUF Profesa Ibrahim Lipumba ameuambia Mkutano Mkuu wa CUF kwamba kundi la Ukawa litakuwa tayari kurejea bungeni ikiwa Rais Jakaya Kikwete atawaomba radhi Watanzania kwa kupuuza maoni yao katika mchakato wa katiba. Profesa Lipumba alisema ili Ukawa warejee bungeni na kushiriki vikao, Rasimu ya Mwenyekiti Jaji Joseph Warioba isipanguliwe.
CCM imeshawishi na kufanikiwa kutupa baadhi ya vipengele kwenye rasimu hiyo ikieleza kuwa siyo msaafu, Biblia au Sheria ya nchi, anasema Profesa Lipumba.
ZEC: Hatujafanya matayarisho kura ya maoni
Mkurugenzi wa Tume ya Uchaguzi Zanzibar(ZEC) Salum Kassim Ali anasema ZEC haijaanza matayarisho yoyote ya kura ya maoni kwa upande wa Zanzibar kutokana na kile alichodai kutanda kwa giza nene usoni mwa jambo hilo.
Salum amesema huwezi kuanza kufanya matayarisho ya jambo kubwa kama hilo, huku ikionekana hakuna jambo la msingi linalofanyika bungeni.
“Tunaweza kufanya matayarisho ya kura kama kutakuwa na dalili njema ya kupita kwa rasimu na siyo kama ilivyo sasa,” anasema.
Amesema ZEC inahitaji muda wa matayarisho ya jambo hilo ikiwa ni pamoja na utoaji wa elimu ya uraia kwa upana wa kutosha kwa wananchi na kukosoa mchakato wa kuitishwa kura ya maoni mwaka 2009 ulikuwa ni wa lipualipua na kukosa maandalizi ya kutosha ya jambo hilo.
Baadhi ya wakazi wa Zanzibar wameendelea kugawanyika, huku wengine wakieleza kuwa kutopita kwa katiba hiyo, kunaweza kuendelea kuikwamisha zaidi Zanzibar kujitanua kiuchumi.
Wamesema katiba hiyo haitakuwa na maana kama haitaheshimu kilio cha muda mrefu Wazanzibari cha Zanzibar na mamlaka kamili.

Akizungumza kwa simu kutoka Dar es Salaam jana, Kaimu Makamu Mkuu wa Saut, Profesa Cassian Magori alisema nguli huyo wa habari alifariki dunia usiku wa kuamkia jana.
“Ni kweli tumepokea taarifa za kushtusha leo (jana) asubuhi kwamba mhadhiri wetu amefariki dunia. Sipo Mwanza hivi sasa kutokana na kukabiliwa na shughuli za kikazi hapa Dar es Salaam, lakini taratibu zote zinaendeshwa na Padri Peter Mwanjonde anayekaimu nafasi yangu,” alisema Profesa Magori.
Naye Padri Mwanjonde alisema Ng’wanakilala ambaye aliwahi kuwa Mkurugenzi wa Redio Tanzania (RTD), alifanyiwa upasuaji, lakini hali yake iliendelea kuwa mbaya na kuwekwa Chumba cha Uangalizi Maalumu (ICU).
“Nafahamu Jumanne alifanyiwa upasuaji ingawa hakupata nafuu, baadaye alihamishiwa ICU kwa bahati mbaya asubuhi hii (jana) tumepokea taarifa za kifo chake,” alisema Padri Mwanjonde na kuongeza: “Tayari tumeunda kamati itakayojulisha chanzo cha kifo hicho baada ya kupata cheti, au kushauriana na madaktari waliokuwa wakimhudumia.”
Hata hivyo, Padri Mwanjonde alisema ni mapema kuzungumzia shughuli za mazishi, kwa sababu uongozi wa chuo lazima kwanza ushauriane na familia.

Akizungumza nyumbani kwao Malimbe Nyegezi, Lugendo Ng’wanakilala ambaye ni mtoto wa marehemu, alisema mwili wa marehemu unatarajiwa kusafirishwa kesho kupelekwa Dar es Salaam kwa maziko.
Alibainisha kuwa baba yake alifariki kutokana na utumbo kujikunja na kufanyiwa upasuaji Bugando.
Mtoto huyo wa marehemu alisema kuwa baba yake alizidiwa mwanzoni mwa wiki hii na kupelekwa hospitali ambapo baada ya kufanyiwa uchunguzi, ilibainika utumbo ulikuwa umejikunja na kutakiwa kufanyiwa upasuaji.
“Jumanne alifanyiwa operesheni baada ya hapo akapelekwa Chumba cha Uangalizi Maalumu (ICU), alikuwa akisaidiwa na mashine kupumulia,” alisema.

Ng’wanakilala alifafanua kuwa Jumatano waliondoa mashine na aliweza kujaribu kuzungumza ingawa kwa tabu.
“Ijumaa tuliandikiwa kwenda kununua dawa kutokana aina hiyo kutokuwa hospitalini hapo, wakati tunajiandaa asubuhi leo (jana) kununua dawa siku ya tukapigiwa simu na mama mdogo kuwa mzee amefariki dunia,” alisema Ng’wanakilala
Ng’wanakilala alizaliwa 1949 Kata ya Buhongwa, mkoani Mwanza na kupata elimu sehemu mbalimbali. Ameacha watoto 11; Wavulana watano na wasichana sita. Naye Mkuu wa Idara ya Uandishi wa Habari na Mawasiliano ya Umma Saut, Imane Duwe alisema pengo lililoachwa halitazibika, kutokana na utendaji na umahiri wake kazini.
“Alikuwa mtu mahiri na mweledi wa kutosha, itachukua muda kumpata mtu kama huyu kwenye idara yetu,” alisema Duwe.
Ng’wanakilala amefanya kazi kwenye tasnia ya habari akiwa mhadhiri, mtafiti, mshauri, mchapishaji binafsi na mwandishi. Alijiunga Saut Idara ya Uandishi wa Habari na Mawasiliano ya Umma, akiwa Mhadhiri Mwandamizi tangu Septemba 1999.
Pia, alikuwa Mwenyekiti wa Kamati ya Majaji ya Tuzo ya Mwangosi, ambayo iliratibiwa na Muungano wa Vilabu vya Waandishi wa Habari Tanzania (UTPC).

Dodoma. Naibu Waziri wa Fedha, Mwigulu Nchemba ameibua madudu yanayofanywa na Bodi za Mashirika na Taasisi za Serikali na kudai kwamba wakurugenzi wake wamekuwa wakifuja mamilioni ya fedha za umma kwa kufanya mikutano nje ya nchi.
Alisema kutokana na hali hiyo, Serikali imejipanga kuzuia matumizi yasiyokuwa na tija, ikiwamo fedha zinazotumika katika mikutano hiyo.
Akizungumza wakati akijibu hoja mbalimbali za wabunge zilizotolewa wakati wa kuchangia Muswada wa Fedha kwa mwaka 2014/15, alisema hali hiyo inatokea katika taifa ambalo wanafunzi wanakaa chini, dawa hakuna, maji shida na Serikali haina fedha hata za kuwapa mikopo wanafunzi.
“Hivi mnajua baadhi ya bodi zinafanya mikutano nje ya nchi? hivi mnajua baadhi ya mashirika, timu nzima ya watendaji wake wanakata tiketi za ndege daraja la kwanza na la pili, kwenda kufanya semina nje ya nchi mwezi mzima?” alihoji.
Alisema Serikali inataka Mlipaji Mkuu (Hazina) kuyakataa malipo ya aina hiyo ili bodi hizo zifanye vitu vyenye manufaa kwa taifa.
Aidha, aliziagiza taasisi, mashirika, idara na wakala wa Serikali, mikoa, manispaa, majiji na halmashauri zianze kutumia mfumo wa kielektroniki ili mapato yajulikane sambamba na matumizi.
“Hatuwezi tukawabana wafanyabiashara wadogowadogo kutumia mashine za kielektroniki wakati ofisi za serikali zinaendelea kutumia risiti za kuandika na kughushi wakati hazitoi sura halisi ya matumizi,” alisema.
Mwigulu alitangazia vita dhidi ya wakaguzi watakaopeleka serikalini madeni yenye shaka, akiwataka kutafuta kazi nyingine mara tu watakapobainika.
“Watendaji wa Serikali wanatakiwa kutambua kuwa kuna vijana wengi waliomaliza vyuoni lakini kazi hawana. Ni lazima tudhibiti matumizi ya fedha ili kila mtu aheshimu fedha za umma,” alisema. Akizungumza kwa ukali, Nchemba alimtaka Waziri wa Nchi katika Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Celina Kombani, kupeleka mabadiliko ya sheria bungeni, ili kuruhusu kuwatimua kazi watumishi watakaobainika kupitisha madai hewa.
Kwa upande wake, Waziri wa Fedha, Saada Mkuya, alisema kuwa Serikali itaendelea kufanya tathmini kuhusiana na misamaha ya kodi na ile isiyokuwa na tija.
Alisema wameanza na wataendelea kufanya tathmni kwa misamaha ambayo haitaathiri uwekezaji nchini na kwamba zoezi la kufuta misamaha hiyo litakwenda hadi kufikia asilimia moja ya pato la taifa.
Kuhusu miswada ya Kodi ya Ongezeko la Thamani (VAT) na Usimamizi wa Kodi, Mkuya alisema miswada hiyo itawasilishwa katika vikao vya Bunge vinavyotarajiwa kufanyika Novemba mwaka huu.
Akizungumzia maboresho ya huduma za bandari, alisema kuna changamoto bandarini lakini huduma zimeendelea kuboreshwa.
Alisema wameongeza muda wa kufanya kazi ambapo sasa wanafanya kazi saa 24 na kuongezeka kwa bandari kavu kutoka 12 hadi 16 na hivyo kupunguza msongamano.
Mkuya alisema kwa kuboresha huduma za forodha, ushuru wake umeongezeka kutoka shilingi bilioni moja kwa mwaka wa fedha 2008/2009 hadi kufikia Sh2.97  bilioni kwa mwaka wa fedha 2012/2013.
Kuhusu kodi za uchakavu, Mkuya alisema kuwa gari ambalo limetengenezwa chini ya miaka mitano halitatozwa kodi ya uchakavu.
Akichangia katika muswada huo, Mbunge wa Kawe (Chadema), Halima Mdee, aliisifia Kamati ya Bajeti inayoongozwa na Andrew Chenge lakini akaitaka kuacha kulalamika.
Alisema kamati hiyo inaweza kulizuia jambo lolote hukohuko bila kuleta bungeni ikiona Serikali haisikii ama ni kiburi.
Halima alisema badala ya Serikali kutoza katika eneo la bandari imeacha kufanya hivyo kama ilivyoshauriwa na wabunge na badala yake kuendelea kutoza katika maeneo yaleyale ya kila mwaka.
“Kamati inalalamika tangu mwaka jana, mwaka huu, Serikali inakosa mabilioni, tunakuja tunatoza kodi feki, viroba, lipstiki na wanja. Hivi hii ni akili?”alihoji.
Alisema kuwa kamati hiyo iliyosheheni wataalamu ambao wamekuwa wakikaa kwa muda mrefu katika vikao lakini ukweli ni kwamba hawatalisaidia Taifa kama hawatalisaidia Bunge.
Halima aliuponda uamuzi wa kamati kuhusu Waziri wa Fedha kujivua madaraka ya kusamehe kodi ambapo kamati hiyo ilitaka arejeshewe madaraka hayo.
Alisema uamuzi huo ni aibu kwa kamati yenyewe na Bunge zima kwa kukataa njia ambayo Serikali imeona inafaa katika kuliletea Taifa maendeleo.

Mwezi Januari mwaka huu, takriban watu 14 walipoteza maisha baada ya jengo lililokuwa kwenye hatua za ujenzi kuporomoka katika jimbo la Goa.

How does climate change affect human rights?
“Climate Change and Human Rights – and Ethics Perspective,” was held on 19 June
As climate change becomes more intense, its impact is more than rising seas and alterations in weather patterns, it is and will become a human rights issue.
Climate change is increasing inequality and impacting territorial integrity and security as well as provoking the forced displacement of people and thus seriously affecting the human rights of people all over the world.
This was the message at a recent side event to the United Nations Human Rights Council held in Geneva.
The event, called “Climate Change and Human Rights – and Ethics Perspective,” was held on 19 June and organized by the Geneva Interfaith Forum on Climate Change, Environment and Human Rights (GIFCCEHR), of which the World Council of Church (WCC) is a founder member. It was also co-sponsored by nearly a dozen civil society organizations.
The event, which gathered around forty participants, including scientists, representatives from foundations and religious leaders, stressed that climate change is and will seriously impact human rights.
Highlighting the relevance ethics have in the discussion on climate change and human rights, Dr Guillermo Kerber, programme executive of the WCC Care for Creation and Climate Justice programme, who moderated the panel, reminded the group that the GIFCCEHR together with NGOs and some states have been calling for the establishment of a Special Procedure mandate on Human Rights and Climate Change.
Dr Renate Christ, secretary of the Intergovernmental Panel on Climate Change (IPCC) explained how climate change is having an adverse impact on people’s most basic rights such as health and livelihoods.
Taking into account the Fifth Assessment Report (AR5) of IPCC, she said climate change is increasing inequality and affecting territorial integrity and security. In this context, AR5 highlights that reducing CO2 emissions continues to be crucial to effectively reduce the impacts of climate change.
Christ suggested that climate action based on science can help protect the basic human rights of individuals both in this generation and in future ones, as climate change poses questions to intergenerational justice.
Daniel Murphy of the Environmental Justice Foundation (EJF), showed how climate change is provoking forced displacement and thus seriously affecting the human rights of people all over the world, according to the work of the Foundation in various parts of the world.
Taking this into account, the EJF has joined others who are calling the UN Human Rights Council to appoint a Special Rapporteur on human rights and climate change.
Sister Jayanti, European director of the Brahma Kumaris World Spiritual University, shared how they are implementing concrete projects on agriculture and solar energy in India to address climate change.
She said that it is the ethics behind such initiatives – that of fairness and justice – what makes them valuable contributions.  She called to bring together “head and heart” to acknowledge the spiritual consciousness and ethics we share as global family with values such as peace, love and joy.
Interventions from the floor highlighted the consequences of climate change in Papua New Guinea, the relationship between scientific evidence and responsibility of certain states on CO2 emissions, the need to engage business in addressing climate change.
The discussion on Human Rights and Climate change will continue at the Human Rights Council in the future which is discussing a new resolution on the topic.
It was further stressed at the side event, the need to link these discussions with the UN Framework Convention on Climate Change process and the UN Climate Summit which will take place in September 2014 in New York.

TAARIFA KWA VYOMBO VYA HABARI


Katika kutekeleza kazi ya mbunge ya kuisimamia Serikali itakumbukwa kwamba tarehe 12 Mei 2014 nilichukua hatua bungeni ya kutaka Serikali kutatua kwa dharura matatizo katika mtambo wa maji wa Ruvu Juu yenye kukosesha maji kwa wananchi wa Mkoa wa Dar Es Salaam na Pwani.
Nilitaka kwa mujibu wa Kanuni ya 49 ya Kanuni za Kudumu za Bunge Toleo la mwaka 2013, Waziri wa Maji Prof Jumanne Maghembe atoe kauli bungeni juu ya matatizo ya maji katika maeneo yanayohudumiwa na mabomba kutoka katika mtambo kwa kuweka bayana iwapo kuna hujuma na kurejesha kwa haraka huduma kwa wananchi.
Kufuatia hatua hiyo hali ya upatikanaji wa maji iliongezeka katika maeneo machache ndani ya siku chache lakini kwa sasa katika maeneo mengi yanayohudumiwa na mabomba kutoka katika mtambo wa Ruvu Juu katika kata za Kwembe, Kibamba, Mbezi Lois, Msigani, Kimara, Saranga, Ubungo na Makuburi matatizo ya maji yamejirudia.
Katika kuendelea kutekeleza wajibu wa kibunge wa kuishauri na kuisimamia Serikali natoa mwito wa wazi kwa wenyeviti wa bodi za Wakurugenzi na Maafisa Watendaji Wakuu wa Mamlaka ya Maji Safi na Maji Taka  Dar Es Salaam (DAWASA) na Kampuni ya Maji Safi na Maji Taka (DAWASCO) ndani ya siku tatu kusimamia kazi ya dharura kuhusu matatizo ya mtambo wa maji wa Ruvu Juu yanayoendelea mpaka hivi sasa.
Aidha, ndani ya siku hizo tatu wajitokeze mbele ya vyombo vya habari kutoa maelezo kwa umma kueleza kwanini mpaka sasa huduma ya maji katika maeneo mengi katika Jimbo la Ubungo na Jiji la Dar Es Salaam  kwa ujumla yanayohudumiwa na mabomba yanayotoka katika mtambo wa Ruvu Juu hayapati huduma ya maji inavyostahili na lini matatizo yaliyopo yatapatiwa ufumbuzi.
Kwa upande mwingine, ndani ya muda huo huo wa siku tatu Katibu Mkuu wa Wizara ya Maji ajitokeze mbele ya vyombo vya habari na kueleza umma matokeo ya uchunguzi uliopaswa kufanyika ndani ya mwezi mmoja kubaini kama matatizo ya mara kwa mara ya Mtambo wa maji wa Ruvu Juu yanatokana na masuala ya kiufundi, kiuendeshaji  au makosa mengine ya kibinadamu.
DAWASA, DAWASCO na Wizara ya Maji wasipojitokeza ndani ya siku tatu mbele ya vyombo vya habari kutoa maelezo kwa umma nitachukua hatua za kibunge nitakazoona zinafaa dhidi ya Waziri wa Maji Prof. Jumanne Maghembe kwa kulidanganya Bunge kupitia kauli ya Serikali aliyotoa Bungeni mwezi Mei 2014.
Ikumbukwe kwamba tarehe 12 Mei 2014 ikiwa ni sehemu ya kutimiza wajibu wa mbunge wa kuwawakilisha wananchi nilieleza Bunge kwamba matatizo katika mtambo wa Ruvu Juu yamekuwa yakijirudiarudia kwa nyakati mbalimbali kwa kipindi cha takribani miezi mitatu kati ya Januari mpaka Mei 2014 katika maeneo ambayo awali yalikuwa yakipata mgawo wa maji.
Nilichukua hatua hiyo kwa niaba ya wananchi  wanaohudumiwa na mtambo huo katika kata za Kwembe, Kibamba, Mbezi Lois, Msigani, Kimara, Saranga, Ubungo na Makuburi  kwenye Jimbo la Ubungo; na kata mbalimbali za majimbo ya Kibaha Mjini, Kibaha Vijijini, Segerea nk.
Kufuatia hatua hiyo, Mwezi Mei 2014 Waziri wa Maji Prof. Maghembe alitoa kauli ya Serikali ya kueleza matatizo yanayoukabili mtambo wa kuzalisha maji wa Ruvu Juu kwa ajili ya Jiji la Dar es salaam na maeneo ya DAWASA katika mkoa wa Pwani.
Katika kauli yake Waziri Maghembe alikiri kwamba kwa takribani siku 67 (kati ya tarehe 01.03.2014 na tarehe 06.05.2014) mtambo ulizalisha maji chini ya kiwango na kufikia kati ya lita milioni 8.2 na lita milioni 57.4 ikilinganishwa na lita milioni 82 kwa siku, ambazo ndio uwezo halisi wa mtambo huo.
Katika kauli yake bungeni, Waziri Maghembe aliorodhesha matatizo ya mtambo wa Ruvu Juu kuwa ni: Kuharibika kwa pampu mara kwa mara kunakosababishwa na uchakavu  unaosababishwa na umri kua mkubwa miaka (60), kukatika kwa Umeme mara kwa mara, maji kuwa na tope jingi sana (turbidity) wakati wa mvua na mafuriko hali inayopunguza uwezo wa pampu za kusukuma maji na husababisha kusagika kwa vifaa vya pampu na ugumu wa upatikanaji wa vipuri halisi (genuine parts).
Hata hivyo, Waziri Maghembe hakukiri wala kukanusha juu ya madai ya kuwepo kwa udhaifu, uzembe, ufisadi na hujuma katika mitambo ya vyanzo vya maji na mitandao ya mabomba ya maji.
Waziri Maghembe alieleza Bunge kwamba Wizara imechukua hatua za kutatua matatizo yaiyopo kwa kuchonga vipuri na vifaa vya pampu katika karakana zilizopo hapa nchini kwa kuwatumia wataalamu wa jeshi, kuagiza vipuri nje ya nchi na kutoa matangazo kwa wananchi kuhusu upungufu wa maji pale uzalishaji unapopungua/kusimama.
Waziri Maghembe alilieleza bunge kwamba baada ya hatua hizo uzalishaji wa Maji wa Mtambo wa Ruvu Juu unaendelea kurudi katika hali yake ya kawaida na kutoa mfano wa kwamba tarehe 17 Mei, 2014 uzalishaji wa maji ulikua lita milioni 80.3 kwa siku.
Aidha, Waziri Maghembe alitoa kauli Bungeni kwamba Wizara ya Maji imeunda Kamati Maalum ambayo imeanza kufanya tathmini ya kina juu ya chanzo cha matatizo ya mara kwa mara katika mtambo wa kusafisha maji wa Ruvu Juu.

Mwezi mmoja umepita tangu nilipohoji bungeni tarehe 12 Mei 2014, hivyo ni wakati muafaka kwa mamlaka zote zinazohusika kuweza kutoa mrejesho juu ya uchunguzi huo na hatua nyingine za haraka za kuboresha upatikanaji wa maji safi kama nilivyozieleza katika hoja binafsi niliyoiwasilisha bungeni kwa niaba ya wananchi tarehe 4 Februari 2013.

For Mercy Amba Oduyoye, HIV and AIDS are crucial to ministry
Mercy Amba Oduyoye at an ecumenical conference titled “Over 30 years of women's ministry: achievements, challenges and opportunities” in Limuru, Kenya.
A Methodist theologian from Ghana and former World Council of Churches (WCC) deputy general secretary known for promoting and elevating African women's theological work on gender, ecumenism and social justice was honoured at a recent conference on African women church leaders in Limuru, Kenya.
Her groundbreaking theological work included the recognition that for African women church leaders in the last half century, addressing the issue of HIV and AIDS was crucial.
Founder of the Circle of Concerned African Women Theologians, Dr Mercy Amba Oduyoye, 80, has influenced African women in church leadership for more than a half century.  She served as the WCC deputy general secretary from1987 to 1994 and is now director of the Institute of Women in Religion and Culture at the Trinity Theological Seminary in Legon, Ghana.
The conference, which celebrated women’s ministry in African churches, was hosted by the St. Paul’s University chapter of the Circle of Concerned African Women Theologians. It is being held in Limuru from 19 to 21 June in collaboration the Ecumenical HIV and AIDS Initiative in Africa (EHAIA) of the World Council of Churches (WCC).
The conference focused on the role of African women as pastors, ministers of various kinds and bishops of congregations and churches. These leadership roles enabled them to put HIV and AIDS up front on the agenda of their Christian ministry, with the goal of providing healing within communities affected by the disease.
“African women have been active in Christian ministry for more than a quarter of a century,” Oduyoye said.
“We remember where we have come from, thinking of the roads we have walked, the prayers we have prayed, discerning the hand of God in these journeys, being confident of God's faithfulness and seeking guidance for the roads ahead,” she said.
Oduyoye, who has authored a number of books focusing on women, says the issue of HIV is an important one for women theologians. She said, “When no one openly spoke about HIV, African women theologians came out and challenged the stigma attached to the disease. They said this disease is like any other, and invoked compassion among the church leaders.”
She explained to the gathering how the All Africa Conference of Churches, inspired by the theological language of the Circle of Concerned African Women Theologians, has addressed the issue of HIV and AIDS.
When African theologians and ordained women are celebrating their work, Oduyoye said, they still know that HIV and AIDS is a persistent challenge.
“Yet, now that we know a little more about the situation, we are a bit more prepared, so God is working among us in relation to dealing with HIV and AIDS,” she added.
The WCC 10th Assembly's call to embark on a “pilgrimage of justice and peace” is in line with the work to support communities faced with the threat of the HIV pandemic, Oduyoye said.
“Peace means Shalom, complete welfare and well-being of all people, so what better way to promote Shalom is there than to take care of people? We know who these people are, why they are sick, so we need to comfort these people affected or infected by HIV,” concluded Oduyoye.

Kisumo alisema jana kwamba baada ya miaka 50 ya Mapinduzi Zanzibar, nafasi ya baraza hilo imechukuliwa na Baraza la Mawaziri Zanzibar.
Akizungumza kwa simu kutoka wodi ya wagonjwa wa moyo ya Hospitali ya Taifa ya Muhimbili alikolazwa, Kisumo alisema: “Nataka Shein (Rais Dk Ali Mohamed) aniambie kutoka moyoni mwake kama Baraza la Mapinduzi Zanzibar lingalipo? Kama lipo ni nini mipaka ya Baraza la Mawaziri Zanzibar?”
Waziri huyo katika Serikali ya Awamu ya Kwanza, ambaye alirejea nchini wiki mbili zilizopita kutoka India alikokwenda kwa matibabu ya moyo na figo alisema mara baada ya Mapinduzi ya Zanzibar 1964, Karume alitembelea Tanzania Bara akiwa na Thabit Kombo na walichagua kutembelea Mkoa wa Kilimanjaro... “Wakati huo nikiwa mkuu wa mkoa nikawapeleka Usseri, Kituo cha Afya wakati huo kilikuwa sawa na hospitali. Pale nilimsikia ‘Sisi Wazanzibari tumekubali kuungana na Tanganyika... Mapinduzi haya Daima, Mapinduzi milele’, hapo ndipo mwanzo wa kusikia neno Mapinduzi Daima.”
Kisumo alisema anachokiona leo ni mabadiliko kiasi kwamba Baraza la Mawaziri Zanzibar ndilo limeshika hatamu badala ya Baraza la Mapinduzi aliloliacha Karume.
“Swali langu ni kwamba ni azimio gani lilifuta Baraza la Mapinduzi ambalo ndicho kilikuwa chombo cha juu? Karume alisema Mapinduzi Daima bila mapinduzi hakuna Zanzibar,” alisema Kisumo.
Alielezea kushangazwa kwake na Mwenyekiti wa Tume ya Mabadiliko ya Katiba, Jaji Joseph Warioba kutouona uasi huo uliofanywa kimyakimya wakati akikusanya maoni ya Wazanzibari.
Mara kadhaa, Jaji Warioba amenukuliwa akisema mabadiliko ya 10 ya Katiba ya Zanzibar yaliyofanyika mwaka 2010 yaliyosema Zanzibar ni nchi, yalivunja Katiba ya Jamhuri ya Muungano.
Mabadiliko hayo yalisema Zanzibar ni nchi ambayo eneo la mipaka yake ni eneo lote la Visiwa vya Unguja na Pemba pamoja na visiwa vidogo vilivyozungukwa na bahari yake.
Wakati Katiba ya Zanzibar ikieleza hivyo, Katiba ya Jamhuri ya Muungano wa Tanzania sura ya 1 inaeleza kuwa Tanzania ni nchi moja na eneo lake la mipaka ni kuanzia Tanzania Bara hadi Visiwani.
Kifungu cha 2(a) cha Katiba ya Zanzibar kimempa uwezo Rais wa Zanzibar kuigawa Zanzibar katika mikoa na wilaya kinyume na Katiba ya Jamhuri ya Muungano wa Tanzania ya mwaka 1977.
Kisumo amelazwa katika Hospitali ya Muhimbili kwa siku ya nne jana, akisumbuliwa na maradhi ya moyo pamoja na figo, hata baada ya kurejea kutoka nchini India kwa matibabu.

Dk Salim: Sina mpango na urais 2015

Watanzania ni wapole na wavumilivu lakini wanazungumza. Hivyo anahitajika kiongozi atakayesikiliza mahitaji yao na kutoa suluhisho, si kutoa ahadi za uongo,” Dk Salim Ahmed Salim

Dar es Salaam. Waziri Mkuu mstaafu, Dk Salim Ahmed Salim amesema hana mpango na hafikirii tena kuwania urais katika Uchaguzi Mkuu wa 2015.
Akizungumza katika mahojiano maalumu na gazeti hili nyumbani kwake Masaki, Dar es Salaam jana, Dk Salim alisema alipowania nafasi hiyo mwaka 2005, hakuwa na ufahamu mzuri kuhusu mchakato huo lakini baadaye alibaini kwamba, mbali na rekodi ya utendaji, kuna mambo mengine yanayohitajika katika kinyang’anyiro hicho na kwamba hata watu wanaomfikiria na kutaja jina lake miongoni mwa wanaoweza kuwania tena nafasi hiyo, wanakosea.
“Sifikirii tena, hii ni zamu ya kizazi kingine. Ila nitaendelea kuisaidia nchi yangu katika nyanja mbalimbali kadri ya uwezo wangu,” alisema.
Dk Salim ambaye mbali na uwaziri mkuu amewahi kushika nafasi nyingine mbalimbali kitaifa na kimataifa, alisema uzoefu alioupata katika kinyang’anyiro cha urais unatosha.
Alipoulizwa kama uzoefu huo ni mbaya au mzuri kwake, alisema ni mchanganyiko.
Dk Salim aliwahi kugombea nafasi ya Katibu Mkuu wa Umoja wa Mataifa (UN) na kushindwa kutokana  na kura ya veto ya Marekani, pia aliwahi kuwa Katibu Mkuu wa uliokuwa Umoja wa Nchi Huru za Afrika (OAU), sasa Umoja wa Afrika (AU). Pia aliwahi kuwa Rais wa Bunge Kuu la UN mwaka 1979 na 1980.
Licha ya kujitokeza mara moja kuomba uteuzi wa CCM kuwania urais 2005, nyota yake katika nafasi hiyo ilianza kuwaka tangu mwaka 1985 akiwa Waziri Mkuu pale aliposhindanishwa katika Kamati Kuu ya CCM na aliyekuwa Waziri Mkuu, Rashidi Kawawa pamoja aliyekuwa Makamu wa Rais wakati huo, Ali Hassan Mwinyi ambaye alipitishwa kiitifaki na kushinda kiti hicho.
Akizungumza na gazeti hili hivi karibuni, Makamu mwenyekiti mstaafu wa CCM, Pius Msekwa alisimulia jinsi Mwinyi alivyopita, kwa sababu alikuwa Makamu wa Rais, hivyo wajumbe wa Kamati Kuu walikosa hoja na sababu za kumwacha na kumchukua Waziri Mkuu aliyekuwa chini yake kiitifaki.
“Makamu wa Rais ukimruka maana yake hatoshi, wakaona hawana maelezo hayo, ikabidi wamteue Mwinyi,” alisema Msekwa.
Sifa za viongozi
Katika hatua nyingine, Dk Salim alisema kuna umuhimu mkubwa wa kuandaa viongozi hasa mtu anayekwenda kushika nafasi ya urais atakayekwenda sambamba na mahitaji ya kizazi cha sasa alichokiita cha ‘dot com’.

Dk Salim alisema katika kipindi hiki, anahitajika kiongozi atakayekuwa juu ya tofauti za kisiasa, kidini, asili.
“Unajua hapa nchini kama ilivyo mahali pengine, ukiingiza mgawanyiko wa kidini wakati familia nyingi zina watu wa dini tofauti, wote wataathirika.”
Viongozi na rushwa
Akizungumzia tatizo la rushwa, Dk Salim alisema ni kubwa na kadri linavyoongezeka, linakuwa adui wa uwajibikaji, demokrasia.
Alisema katika enzi za utumishi wake nje ya nchi, alikuwa akiona rushwa ilivyokithiri katika nchi mbalimbali, lakini hapa nyumbani pakiwa salama hadi akawa anasema Tanzania ina bahati, kauli ambayo hawezi kuisema sasa.
Dk Salim alibainisha kuwa uongozi unaoingia madarakani kwa rushwa hauwezi kuwa mzuri kwa nchi na athari zake zinaonekana hadi ngazi ya chini katika huduma za jamii kama mahakamani, polisi na hospitalini.
